In the global framework of continuous improvement and following the PDCA cycle, we are now at the Check stage. This is the stage at which the results are assessed, confirming the degree of compliance with that planned and the effectiveness of the system.

For this purposes, the supervision, verification of effectiveness and auditing techniques of the official control are used. A distinction should be drawn between internal audits, performed or commissioned by the organisation itself, and external audits, mainly carried out by the F Unit of the European Commission: Health and Food Audits and Analysis (HFAA), the results of which are used for an assessment of the different control systems.

In the framework of this PNCOCA 2016-2020, consensus documents have been drawn up by AECOSAN and the Autonomous Communities in order to establish common criteria for the use of these techniques for the review of the control systems.

The National Plan is assessed with the completion of an annual report of official control results, submitted before 1 July each year to the European Commission, as established in Article 44 of Regulation 882/2004 and Commission Ruling 2008/654/EC.

Preparation of the report

To prepare the report, all the Public Administrations involved in the design and implementation of the Plan send AECOSAN the data for the programmed and completed controls and their results. AECOSAN complies this information and drafts an analysis of the same.

Basic objectives of the report

The basic objectives of the report are to identify the trends by analysing the results, demonstrate the degree of compliance of the programmes, check the degree of non-compliance by economic operators, describe the measures adopted in the event of non-compliance of the economic operator and to make any observations they consider necessary.

Sections of the report

Broadly speaking, the Annual Report is divided into the following sections:

  • Report on human, technical and material resources
  • Report on the results of the control programmes
  • Report on the results of the campaigns and coordinated studies
  • Report on the results of the supervision, verification and audits
  • General conclusions
  • Proposals for the adaptation of the National Food Chain Control Plan

Publicity of the reports

In accordance with Article 18 of Law 17/2011 on food safety and nutrition, the annual report of the implementation of the National Food Chain Official Control Plan is sent to the General Courts, for information and control, and it is publicised on the AECOSAN Web page.
