Conferences on the Ongoing Training Plan of the FEMP

The Spanish Federation of Municipalities and Provinces (FEMP) is organising the conferences which were opened yesterday by the Executive Director of the Spanish Agency for Consumer Affairs, Food Safety and Nutrition (AECOSAN), Teresa Robledo.

The Director General for Resources and Management of the FEMP, Rafael Díaz-Regañón and the President of the Consumer Affairs and Trade Commission for the FEMP, Rosa Huguet were present at the opening ceremony.

The purpose of the conferences is to examine the practical application of mediation and other alternative systems for dispute resolution, working on the procedures and on the skills and examining good practices in this area.

A number of technical experts from local organisations who work in the areas of consumer affairs, trade, economic development, modernisation and/or managerial duties, were invited to the Training Conferences held on 6 and 7 November. In particular, those who work in the Municipal Offices for Consumer Information (OMIC) and/or the Consumer Arbitration Courts.

In her speech, the Executive Director of AECOSAN, emphasised the approval of Law 7/2017, of 2 November, incorporating Directive 2013/11/EU, of the European Parliament and of the Council, of 21 May 2013, on alternative dispute resolution for consumer disputes, into the Spanish legal system, which was published last Saturday in the Official Government Gazette.

In this way, consumers resident in Spain, or in any Member State of the European Union will have the option to resolve consumer disputes with businesses established in Spain, by going to quality alternative dispute resolution entities who have been accredited by the competent authority and included in a national list of accredited entities, which will be sent to the European Commission for inclusion in the single list of entities reported by the different Member States of the European Union.

The regulation establishes the requirements to be met by the entities responsible for managing the alternative resolution so that, if requested, they can be accredited and included in the national list drawn up by the Spanish Agency for Consumer Affairs, Food Safety and Nutrition (AECOSAN), who, in turn will notify the European Commission for its inclusion in a single European list.

Professionals from AECOSAN, belonging to the Deputy-directorate General of Arbitration and Consumer Rights, including the Area Manager, Alicia Menéndez, and the Service Manager, María Jesús Martín, took part in the conferences.
